CALL FOR APPLICATIONS: SUPPLY CHAIN MANAGER

(PERMANENT CONTRACT WITH THREE MONTHS’ PROBATION, GRADE D3, SALARY R758 300.60 TOTAL COST OF EMPLOYMENT)

The Gauteng Growth and Development Agency (GGDA) is the implementing arm of the Department of Economic Development created in terms of the Blue IQ Investment Holdings (Pty) Ltd Amended Act (2012), which merged the Blue IQ Investment Holdings (Pty) Ltd and the Gauteng Economic Development Agency (GEDA). The GGDA is a group of companies made up of a Holding company and four subsidiaries i.e.

  • Automotive Supply Park t/a Automotive Industry Development Centre (AIDC)
  • The Innovation Hub (TIH)
  • Constitution Hill (ConHill)
  • Gauteng Industrial Development Zone (GIDZ)

The mandate thereof, is to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:

  • Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of
  • Strategically positioning the province into a globally competitive city
  • Facilitating partnerships and creating linkages across the province to maximise service delivery
  • Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out:
  • Business enablement
  • Establishment of capital projects
  • Land development
  • Trade and investment promotion

The successful incumbent will report to the Group SCM Manager, and will be expected to execute the following tasks:

  • Develop, implement and maintain the supply chain management policies and procedures, procurement processes and contract management function within the Group
  • Manage Supplier Database, General Procurement and Bids, Contracts including Relationships with GGDA Staff and Service Providers by:
    • Ensuring service providers are vetted in accordance with policies and procedures
    • Assisting GGDA departments in drafting Terms of references and submissions for procurement to ensure compliance with PFMA and Treasury regulations
    • Presenting Bid Specifications or Terms of references for all Open bids to Bid Specs Committee (BSC) for approval prior any advertisement in both Government Bulletin and recommended additional publications
    • Analysing value of threshold and perform spend analysis to determine the mechanism to be used for bidding
    • Ensuring compliance to all SCM prescripts to avoid any possible risk in all procurements
    • Prepare bid reports for submission and review by the Group SCM Manager
  • Manage any disagreement, conflicts and disputes during the life cycle of a contract together with the Project manager and seek intervention of the Group SCM Manager whenever required
  • Ensure Compliance to all Supply Chain Policies, Processes and Procedures by :
    • Assist in the implementation of GGDA procurement / sourcing strategies
    • Assist in handling of audit queries, development of action plans and implementation of recommendations.
    • Assist SCM Team in preparing Purchase Order and recommend for checking and review by Group SCM Manager and Deputy Group CFO /Group CFO,
    • Assist Group SCM Manager in monitoring day-to-day supply chain operations in accordance with the Supply Chain Policy, processes and procedures (e.g. correct financial delegation of authority is followed)
    • Ensure information provided to Group SCM Manager for auditors is correct and within the legislative framework
  • Assist Group SCM Manager in co-ordinating request for business plan and demand plan from all departments including Subsidiaries
  • Prepare draft Group consolidated procurement plan for review by the Group SCM Manager
  • Receive requisition forms from GGDA Department, register, allocate numbers and manage their fair allocation to the Procurement Officers
  • On delivery of goods and services, accordingly update monthly procurement report
  • Ensure invoices are attached to the appropriate purchase orders and submitted to Finance for payment and followed by weekly checking on progress payment for the benefit of the service providers

AS A MINIMUM, APPLICANTS SHOULD HAVE THE FOLLOWING REQUIREMENTS:

  • Com degree in Supply Chain Management or relevant Qualification in Procurement and Supply Chain Management
  • 5-7 years SCM experience, coupled with
  • 3-5 years management experience
