CALL FOR APPLICATIONS: HR DEVELOPMENT MANAGER FOR GAUTENG GROWTH AND DEVELOPMENT AGENCY (GGDA)

(PERMANENT CONTRACT WITH THREE MONTHS’ PROBATION, GRADE D3, SALARY R778 742.00 TOTAL COST OF EMPLOYMENT)

The successful incumbent will be reporting to the Group Executive: Corporate Services he/she will be expected to execute the following tasks:

PRIMARY PURPOSE:
To drive high performance and learning culture across the group, through developing and implementing learning strategies and programs, performance management framework, advancing workforce skills and knowledge required to achieve the mandate of GGDA Group.

KEY PERFORMANCE AREAS AND RESPONSIBILITIES:
Organisational Development/Training and Development
• Analyse the market to identify appropriate Human Resources Development initiatives for the Holdings and Subsidiaries
• Develop and implement an organisational development intervention that will support the achievement of the Human Capital strategy
• Define and develop a learning and development strategy for the organisation
• Develop and establish strong working relationships with all the relevant SETAs.
• Facilitate Skills Development Forums
• Develop and implement Leadership competency framework and interventions to capacitate organisational Leadership
• Develop and implement organisational competency Framework in line with the organisation’s vision and strategy
• Develop monitoring and impact evaluation tools for learning and development programmes • Act as a strategic advisor to management on training and development related issues • Manage the on-boarding and inducting of new and promoted employees
• Report on skills and development initiatives and ensure they meet all legislative and operational requirements and objectives • Create employee development opportunities
Performance Management
• Develop and implement appropriate performance management policies, systems and procedures that will ensure quality performance planning and development practices across the company including the development/recommendation of optimal enabling technologies for the management of performance.
• Develop and provide strategic and operational leadership in the design, development, implementation and communication of Performance Management Framework to GGDA Group
• Oversee and manage all activities related to the performance management cycle and manage all communication, training sensitization and monitoring of the process to ensure its effectiveness and relevance to the business;
• Establish and maintain linkages between the Performance Management unit and other HR department functions to ensure uniformity in the application of policies and procedures.

Minimum qualification requirements and skills:
• NQF 7 qualification related to HR related qualification or Industrial Psychology, Post-Graduate qualification will be an added advantage;
• Registered Skills Development Facilitator
• Minimum 5 years of experience in the Human Resources (Training and Development and Performance Management) with at least 3 years at management level;
• Working knowledge of SETA protocols;
• In-depth exposure to various HR specialist areas, specifically training and development and performance management experience in the public sector
• Knowledge of employment practices & compliance (LRA, BCEA, EEA, Skills Development Act) and HR-related policies and procedures.
• Project Management; computer skills and business acumen skills.
