The Gauteng Growth and Development Agency (GGDA) is the implementation arm of the Department of Economic Development. The GGDA has the mandate to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:
- Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of action.
- Strategically positioning the province into a globally competitive city region.
- Facilitating partnerships and creating linkages across the province to maximise service delivery outcomes.
- Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out:

The successful incumbent will be reporting to the GGDA Group Board of Directors, he/she will be expected to execute the following tasks:
- To lead, in conjunction with the Group Board, the development of the Company’s strategy.
- To lead and oversee the implementation of the Company’s long and short-term plans in accordance with its strategy.
- Develop annual capital commitment and expenditure budgets for approval by the Group Board.
- Review and report regularly to the Group Board concerning GGDA’s progress towards its goals and all material deviations from the goals, strategies, and objectives approved by the Board;
- Identify principal risks of the Group and implement appropriate systems to manage these risks;
- Management of GGDA Group Strategic Economic Infrastructure projects that contribute towards diversifying the key industries that drive the Gauteng Province’s economy in accordance to the national and provincial strategies and policies.
- Develop organisational and project financial requirements and raise necessary finance focused on attracting/enticing private sector investors and partners.
- Develop Trade and Investment Strategy and Implementation plan to attract and retain trade and investment in Gauteng Province.
- Engage and network with strategic partners including major international, national, and local industries / sectors relevant to the scope of the GGDA Group.
- Provide leadership to the subsidiary companies of the GGDA.
- Ensure compliance with the provisions of the PFMA Act, Treasury Regulations, and any relevant legislation.
- Foster a high-performance corporate culture that promotes ethical practices and encourages individual integrity, accountability, and social responsibility.
- To ensure compliance to all Codes of Good Governance, Corporate Governance such as Companies Act, King IV and international best practices.
Applicants should have the following minimum requirements:
- Postgraduate in Business Administration, MBA/MBL is an added advantage.
- 10 years’ experience in Executive Management position
- Understanding of Project Management from inception to implementation phase
- 10 years’ experience in managing multiple sector stakeholders at senior management level in both private/public sector environment.

THE SUCCESSFUL INCUMBENT WILL BE REPORTING TO THE GROUP EXECUTIVE: ENTERPRISE PROJECT MANAGEMENT OFFICE (EPMO) AND WILL BE EXPECTED TO EXECUTE THE FOLLOWING TASKS:
- Financial leadership through the following means:
o Ensuring availability of project implementation funds
o Sourcing of alternative funding
o Monitor and control project management expenditure
o Ensure the closure of each project financially - Manage stakeholders by:
o Fostering effective communications and ensuring that appropriate relationships are maintained with the relevant stakeholders and agencies, and monitor potential risks and maximize project success;
o Managing and overseeing the required interaction between the GGDA and the public;
o Managing third-party contributions to the programmes and projects.
o Managing the dependencies and interfaces between programmes and projects
o Ensure harmonious relations with all key stakeholders. - Have design Capacity
- Perform good corporate governance & compliance functions through:
o Ensure compliance with Programme Governance Framework requirements.
o Establish effective control and coordination mechanisms for the Project, and take reasonable steps to ensure the integrity of the internal control and management information systems;
o Ensure that all operations and activities of the Project are conducted in accordance with the PFMA, relevant regulations, the GGDA’s Code of Business Conduct and Ethics, sound business practices, and the other policies and practices approved by the Board;
o Foster a high-performance corporate culture that promotes ethical practices and encourages individual integrity, accountability, and social responsibility; - Sets and maintains production targets and operates within prescribed budgets
- Coordinate and control the activities of site staff and agree on quality standards set out in the contract.
- Liaises with clients’ staff and agree on quantities, programme, etc.
- Submit monthly progress and financial certificates and cost estimates.
- Set and maintain work sequences and construction programmes.
- Control and administer several construction projects or major/complex projects from commencement to completion and handover to client.
MINIMUM QUALIFICATION AND COMPETENCY REQUIREMENTS:
- Bachelor’s Degree in the Built environment with a preference for Architecture
- Professional registration with the relevant Built Environment Bodies
- Professionally registered Project Manager e.g PMP, Prince 2, SACPMP etc/
- At least 5 years’ experience in Project Management Environment
- Understanding of relevant legislation, policies, and procedures.
- Full Understanding of Engineering Contracts and Contracts Administration
- Ability to make high-level business presentations and decisions.
- Knowledge of strategic projects development and implementation
- Knowledge of PFMA

- Managing the operations of the office of the Group Chief Executive Officer,

- Acting as a liaison between the Group CEO and the Executive Management,
- Following up on the implementation of organisational decisions given by the Group CEO to Executive Management,
- Reviewing documentation and correspondence submitted to the office of the Group CEO and providing advice as well as taking necessary action,
- Coordinating in collaboration with Human Capital for the performance reviews of direct reports to the Group CEO,
- Compiling, managing and controlling the budget of the Office of the CEO,
- Maintaining relationships with various stakeholders to foster effective communication and ensure appropriate relationships are maintained,
- Ensuring implementation of appropriate communication strategies, managing and overseeing the required interaction between the Group CEO and the public,
- Compiling the reports of the office of the Group CEO (performance and non-performance reports),
As minimum applicants should have the following requirements:
- Relevant degree or equivalent qualifications in Public Administration/Social Sciences/Commerce and Business Administration,
- At least 5 years’ experience in a relevant management level with a proven track record of successful people management, operational management, transformational and change management,

The successful incumbent will be reporting to the GGDA Group Audit and Risk Committee and Group Chief Executive Officer, he/she will be responsible for the following:
- Planning and executing various compliance and operational audits in accordance with the Internal Audit Charter in order to facilitate the achievement of GGDA business objectives.
- Evaluating new or changing services, processes and operations,
- Assist in the investigation of significant suspected incidents of fraudulent activities within the organization and notify management and the Audit Committee of the findings,
- Developing links and reliance on external audit on the internal audit function,
- Acting as a key relationship officer in respect of the Auditor General,
- Report to the Audit Committee on internal audit activities,
- Develop Annual Internal Audit Plans for the Group of Companies, for approval by the Audit Committee.
- Develop a three (3) year audit plan and strategy in line with IIA standards for approval by the Audit Committee,
- Develop and maintain an Integrated Combined Assurance Mode (CAM),
- Support Management and the Supply Chain team on probity audits on an ad-hoc basis,
- Conducting an internal audit of significant activities of line departments to ensure compliance,
- Planning and executing audits which complement the work of the external auditor, Executing detailed audit procedures, including identifying and defining issues,
- Promoting a high level of control awareness throughout the GGDA and assisting in the deterrence of fraud by evaluating the adequacy of internal controls in mitigating fraud risks,
- Following up on the progress of implementation of recommendations and monitoring the rectification actions taken by the line departments in addressing audit issues.
As a minimum an applicant should have the following requirements:
- Postgraduate qualifications in Internal Audit or Auditing
- Certified Internal Auditor (CIA) or Chartered Accountant (CASA) Qualification is an added
- 12+ years of auditing experience in the private or public sector of which 5 years must be at Senior Managerial level
Level of competencies required:
- Knowledge of the Public Finance Management Act and Treasury Regulations
- Knowledge of the standards for the professional practice of internal audit
- Knowledge of and skills in applying internal audit principles and practices and management principles
- Knowledge of financial systems
