(5 YEAR FIXED-TERM CONTRACT WITH THREE MONTHS’ PROBATION, PATERSON GRADE E5 SALARY TOTAL COST OF EMPLOYMENT PER ANNUM

The Gauteng Growth and Development Agency (GGDA) is the implementation arm of the Department of Economic Development created in terms of the Blue IQ Investment Holdings (Pty) Ltd Amended Act (2012) merging Blue IQ Investment Holdings and the Gauteng Economic Development Agency (GEDA.)

The GGDA is a group of companies made up of a Holding company and four subsidiaries i.e.

  • Automotive Supply Park t/a Automotive Industry Development Centre (AIDC)
  • The Innovation Hub Management Company (TIHMC)
  • Constitution Hill (ConHill)
  • Gauteng Industrial Development Zone (GIDZ)

 

The mandate thereof, is to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:

  • Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of
  • Strategically positioning the province into a globally competitive city
  • Facilitating partnerships and creating linkages across the province to maximise service delivery
  • Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out:

 

  • Business enablement
  • Establishment of capital projects
  • Land development
  • Trade and investment promotion

 

The successful incumbent will be reporting to the Group Chief Executive Officer and will be expected to execute the following tasks:

To provide strategic direction, leadership, and oversight for the Research Department, which plays a crucial role in conducting research, gathering business intelligence, conducting benchmarking, and corporate planning. This ensures that GGDA and its Subsidiaries have access to dependable data with the highest level of integrity, enabling the development of policies, plans, and programs/projects. Additionally, the goal is to provide economic counsel that assists the organization and provincial government in making well-informed decisions, optimizing their operations, and achieving a competitive edge in the market.

 

  • Develop and implement the Macro Business Intelligence Framework to guide the gathering of business intelligence, research, benchmarks, as well as the formulation of strategies, plans and policies.
  • Develop a research agenda for the GGDA Group
  • Develop a knowledge management strategy and framework for the GGDA Group
  • Develop, execute, review and report on Departmental strategy and operational plan aligned to the GGDA Corporate Strategy.
  • Lead and manage the Department in line with the approved policies, applicable laws and the delegated authority by facilitate resource availability for operational effectiveness.
  • Provide regular report to the EXCO and other structures on the operations and activities of the Department.
  • Assist the Group CEO in preparing reports on strategies for the Board.
  • Identify macro-economic risks for the agency and provincial government and make recommendations
  • Create and manage a comprehensive approach, methodology, and tools for macro business intelligence that improves the conceptualization, planning, execution, monitoring, and review of all initiatives and projects undertaken by GGDA and its subsidiaries.
  • Manage the knowledge management function in the GGDA and subsidiaries.
  • Document, assess, review, and update the business processes to ensure that all processes respond to the mandate of the GGDA and its Subsidiaries.
  • Manage outsourced contracts with service providers (research agencies, business intelligence companies, institutions of learning) so that service providers provide contracted services as per signed service level agreements.
  • Develop and manage/monitor the Department’s budget within the spending approval authority levels approved by the Board.
  • Monitor and manage annual budget and report major financial commitments, exposures and risks to the Group CFO on a regular and timely basis.
  • Ensure compliance to the PFMA and all Treasury Regulations including BBBEE, PPPFA.
  • Facilitate resource availability through effective procurement processes.
  • Identify strategic stakeholders to foster effective communication and ensure appropriate relationships are maintained domestically and internationally.
  • Communicate and collaborate with government entities, private sector stakeholders, and the community to foster an understanding and support for economic development initiatives.
  • Develop and nurture strategic partnerships and connections with essential stakeholders, while also establishing operational stakeholder forums and actively engaging in various meetings and discussions.
  • Cultivate, maintain, protect, and promote the GGDA’s corporate image and the brand.
  • Articulate organizational programmes, plans and values to stakeholders.
  • Establish effective control and coordination mechanisms for all operations and activities and take reasonable steps to ensure the integrity of the internal control and management information systems within the Department.
  • Ensure that all operations and activities of the GGDA are conducted in accordance with the PFMA, relevant regulations, and the other policies and practices approved by the Board.
  • Comply with the various internal or external organisational reporting requirements.
  • Develop and implement the Departmental risk management plan to maintain good risk management practices.
  • Ensure compliance with the Corporate Governance Framework (i.e., Companies Act, King IV and any other relevant frameworks).
  • Ensure adherence to the GGDA’s Code of Business Conduct and Ethics, sound business practices.
  • Foster a high-performance corporate culture within Department that promotes ethical practices and encourages individual integrity, accountability, and social responsibility.
  • Providing leadership, guidance, and supervision to team members, ensuring they understand their roles and responsibilities within the organization.
  • Participating in the recruitment process, which may involve identifying staffing needs, conducting interviews, and making hiring decisions.
  • Setting performance goals and conducting regular performance evaluations for team members. This may also involve providing feedback, addressing performance issues, and recognizing achievements.
  • Cultivate a strong leadership presence and offer strategic guidance within the Department to guarantee the attainment of the set targets and objectives.
  • In line with the strategic and operational plans assist subsidiaries with regard to the best operating model to achieve the GGDA objectives.

 

As minimum applicants should have the following requirements:

  • Postgraduate degree or NQF level 9 qualification in Commerce or Economics or Social Sciences or Public Management or Development Management, Analytics Sciences, Business Administration and/ or International Relations.
  • 10 years of experience at a senior management level in the public/ private sector, with a proven track record in project finance, investment banking, or business intelligence.
  • Knowledge of National Treasury strategic planning and annual performance planning requirements.
  • Knowledge of research methodologies and tools.
  • Good working knowledge of project and programme management.
  • Good working knowledge of strategy and operational planning.
  • Good working knowledge of budgeting and financial management.
