CALL FOR APPLICATIONS: GROUP SENIOR SUPPLY CHAIN MANAGER
(5 YEAR FIXED-TERM CONTRACT WITH THREE MONTHS’ PROBATION, PATERSON GRADE E1 SALARY TOTAL COST OF EMPLOYMENT PER ANNUM
The Gauteng Growth and Development Agency (GGDA) is the implementation arm of the Department of Economic Development created in terms of the Blue IQ Investment Holdings (Pty) Ltd Amended Act (2012) merging Blue IQ Investment Holdings and the Gauteng Economic Development Agency (GEDA.)
The GGDA is a group of companies made up of a Holding company and four subsidiaries i.e.
- Automotive Supply Park t/a Automotive Industry Development Centre (AIDC)
- The Innovation Hub Management Company (TIHMC)
- Constitution Hill (ConHill)
- Gauteng Industrial Development Zone (GIDZ)
The mandate thereof, is to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:
- Enabling economic development that is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of
- Strategically positioning the province into a globally competitive city
- Facilitating partnerships and creating linkages across the province to maximise service delivery
- Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by carrying out:
- Business enablement
- Establishment of capital projects
- Land development
- Trade and investment promotion
The successful incumbent will be reporting to the Group Chief Financial Officer and will be expected to execute the following tasks:
To lead, formulate, and oversee the supply chain strategy for GGDA, aiming to enhance productivity, efficiency, and cost-effectiveness, while ensuring the procurement of high-quality materials and services for the organization.
- Develop Supply Chain Policy and implementation plans for the group
- Review the legislative frameworks i.e., Treasury Regulation, Constitution, PMFA, Supply Chain Manual.
- Draft internal Supply Chain Policy in line with legislation.
- Submit the policy to the CFO, CEO, and the Board for approval.
- On approval, implement the policy throughout the organisation:
- Roll out the policy to all departments to communicate to staff members
- Communicate the process flow to staff e.g., workshops and training
- Manage compliance to the policy across the organisation
- Review the policy on an annual basis and identify amendments to legislation and attach the amendments to the policy.
- Identify and review appropriate KPIs and measure performance at the beginning of the year.
- Develop procurement plan for the organisation for the year.
- Competency assessment quarterly and annually
- Management the procurement team, including hiring new staff, training, and making sure team performs job efficiently and disciplinary actions
- Lead the annual budgeting process, collaborating with department heads to establish comprehensive and realistic budgets.
- Monitor financial performance against budgets and provide regular forecasts.
- Procurement administration:
- Research potential clients to provide the relevant services done through the central supplier database
- Ensure compliance with service providers e.g., registration verification, CIPRO certificates, tax compliance
- Ensure service providers are vetted in accordance with policies and procedures
- Ensure a good working relationship exists between the service provider and GGDA
- Tendering process:
- Monitoring and managing the entire tendering process to ensure compliance to policies
- Ensure appointments of the BID committees is in alliance with the SCM Policy and charters
- Ensure execution on the tendering process is in alliance to the approved procurement plan
- Ensure that tenders are approved in alliance with the approved delegation of authority
- Manage Contracts:
- Manage the relationships between the consultant and GGDA
- Ensure deliverables / milestones are met as stipulated in the contract
- Update contracts register to monitor contracts expiring
- Ensure Compliance to Supply Chain Processes and Procedures
- Development and implementation of sourcing strategies
- Handling of audit queries, development of action plans and implementation of recommendations
- Development of internal and external supply chain management communication tools
- Supplier development and supplier performance management
- Communicating and revise policies governing supply chain management
- Coordination of work of evaluation and adjudication committees
- Monitoring and supervising buying section
- SCM monthly, quarterly, and yearly reports:
- BEE, expenditure analysis and supplier development initiatives
- Procurement plan updates
- Deviations
- Variations
- Legislature
- Contract register
- Align tender documents to the prescribed standards
- Authorising orders and goods received notes
- Determine and develops appropriate sources of supply and maintain cooperative working relationship with vendors.
- Monitor day-to-day supply chain operations in accordance with the Supply Chain Policy processes and procedures (e.g., correct financial delegation of authority is followed)
- Ensure supply chain implementation is in line with budget allocations
- Ensure information provided to auditors is correct and is within the legislative framework
- Ensure compliance with BBBEE regulations
- Ensure compliance with the National Treasury Regulations
- Manage Procurement
- Providing guidance policies and procedures
- Request for business plan and demand plan from all departments
- Draft a procurement plan in line with the budget and the departments’ business plans
- Prioritise delivery date in terms of requisitions received
- Request for quotations to obtain competitive bids using the service providers as per CSD
- Evaluate the quotations received
As minimum applicants should have the following requirements:
- Postgraduate Degree or NQF Level 8 qualification in Supply Chain/Accounting/Finance
- Registration at a recognised or international
- 10 years in Supply Chain and/or Finance
- 5 years’ experience in Senior Financial Management role Knowledge of the State Procurement Policies and Practices
- In-depth knowledge of SCM policies, practices, processes and systems
- SCM practices in the public sector
- Analytical skills
- Ability to negotiate
- Agility to adopt to any operating system
- Knowledge of the BBBEE Act
