Purpose Statement
To plan, implement and manage sound financial processes and control systems that are compliant to all statutory legislation (PFMA, Treasury Regulations GRAP and any relevant regulations), company policies and procedures, and accounting principles. Reporting to the Chief Financial Officer, actively assist and support the CFO and TIHMC management on the implementation of business strategy.

1. Financial Transactions

 

Process all transactions in accordance with accounting principles, in-house policies and procedures, approval framework and PFMA requirements; Cost Centre management; Ensure all documentation is properly indexed and stored for easy referral and retrieval. Ensure that SARS is paid for PAYE, UIF, SDL and company tax on due dates. Oversee cash & bank, debtors and suppliers’ management processes.

2.  Budget

 

Assist the CFO with the coordination and preparation of the annual budget; Assist Management with the annual strategic and Business Plans development; Compare actual expenditures to budgeted figures and report variances to Management and Board of Directors; Compile business cycle forecasting.

3.  Asset Management

 

Conduct an annual audit of the company's fixed assets and record in financial records to ensure proper categorization and depreciations Conduct Ad-hoc Assessment at LC

4. Reporting Financial Statements

 

Prepare monthly statements, quarterly and ad hoc reports as required. Assist with the preparation of the Annual Financial Statements at the end of the financial yearend for external auditing.

Create and maintain relevant policies, procedures and internal controls; Incorporate governmental requirements and regulations; Distribute to relevant parties to ensure compliance thereto.

Schedule and manage periodic internal audits; Report audit findings and recommendations to Management and Audit Committee; Implement changes where necessary and ensure adherence thereto; Prepare documentation for external audits; Assist auditors during audits.

7. Management Responsibilities

At this level employees are assigned responsibility for the monthly, quarterly and annual planning and directing the fiscal operations of the company.

This position is responsible for directing staff activities in maintaining, analyzing and reporting financial accounting data. Ensure that there is succession plan, staff training & development and performance management is done at level of all employees assigned to.

Monitor and control financial activities (financial reports, management accounts, creditors and debtors age analysis, purchase order expediting), staff performance and efficiency, ensuring compliance to statutory regulations and company policies.

Formal Education

 

·        A Bachelor's degree in Finance or Accounting

 

 

 

 

 

 

 

 

 

 

Experience

·       At least five (5) years' experience in financial management including two

(2) years in a supervisory or administrative capacity, or an equivalent combination of education and experience, substituting one additional year of professional accounting or auditing experience for each year of the required education.

 

·       Knowledge of generally accepted accounting principles and theories; of budgeting and auditing theories and techniques; the preparing and presenting of financial statements and reports; accounting ledgers and journals; cost accounting; procurement regulations; computer technology related to accounting systems; supervisory principles and practices.

·       Knowledge of governmental accounting principles (i.e. PFMA, Treasury Regulations and GRAP).

·       Previous experience in Pastel or any related accounting system,

·       Previous experience in internet banking will be an added advantage.
