CALL FOR APPLICATIONS:  GROUP EXECUTIVE: ENTERPRISE PROJECT MANAGEMENT OFFICE (GE: EPMO) FOR GAUTENG GROWTH AND DEVELOPMENT AGENCY (GGDA)

(FIVE YEARS FIXED-TERM CONTRACT WITH THREE MONTHS’ PROBATION, GRADE E5, SALARY IS R2 571 811.00 TOTAL COST OF EMPLOYMENT PER ANNUM)

The Gauteng Growth and Development Agency (GGDA) are the implementation arm of the Department of Economic Development. The GGDA has the mandate to lead, facilitate and manage sustainable job creation and inclusive economic growth and development in the Gauteng City Region through:

  • Enabling economic development is focused on creating sustainable jobs by facilitating delivery of key national and provincial programmes of action.
  • Strategically positioning the province into a globally competitive city region.
  • Facilitating partnerships and creating linkages across the province to maximise service delivery outcomes.
  • Supporting the development of Key Sectors of the economy in line with the economic development and industrial strategies of the province by conducting:
    • Business enablement
    • Establishment of capital projects
    • Land development
    • Trade and investment promotion

 

The successful incumbent will be reporting to the Group Chief Executive Officer (GCEO), he/she will be expected to amongst others execute the following tasks:

  • Give input into the GGDA’s overall strategic development and planning,
  • Lead, direct and guide the EPMO unit to initiate and facilitate effective execution of strategies and plans,
  • Develop the Programme Implementation divisional strategy and plan aligned to the strategic objectives of the GGDA Group,
  • Develop an overall EPMO approach and methodology, creating alignment in the implementation and monitoring of all GGDA projects, both directly with the GGDA and in the subsidiaries,
  • Implement, manage and control the divisional plan and strategy approved by the Board, including monitoring project execution, progress and extension or exit,
  • Manage project scope extension requests and prepare for approval by the GGDA Exco or the Board, as required,
  • Monitor and report regularly to the Board on the overall progress and results against operating and financial objectives and initiate courses of action for improvement,
  • Identify the principal risks of the GGDA’s business and implement appropriate systems to manage these risks,
  • Keep the Board fully informed of all significant operational, financial, and other matters, relevant to the GGDA, including legal, regulatory, and governmental policy developments,
  • Develop annual capital commitment and expenditure budgets for the division to successfully execute strategic plans, overall and in relation to specific programmes and projects,
  • Monitor and manage annual budget and report major financial commitments, exposures, and risks to the CEO on a regular and timely basis,
  • Managing the overall budget, monitoring the expenditure and costs against benefits that are realized as the programme progresses.
  • Foster effective communications and ensure that appropriate relationships are maintained with the shareholders of the GGDA, relevant stakeholders and agencies, with reference to stakeholder engagement and partnerships linked to each project, to monitor potential risks and maximize project success,
  • Manage and oversee the required interaction between the GGDA and the public,
  • Cultivate and promote good corporate image,
  • Managing third-party contributions to the programmes and projects,
  • Managing the dependencies and interfaces between programmes and projects,
  • Develop standardized Programme and Project Implementation processes and standards across GGDA,
  • Establish effective control and coordination mechanisms for all operations and activities of the division, and take reasonable steps to ensure the integrity of the internal control and management information systems,
  • Ensure that all operations and activities of the division are conducted in accordance with the PFMA, relevant regulations, the GGDA’s Code of Business Conduct and Ethics, sound business practices, and the other policies and practices approved by the Board,
  • Foster a high-performance corporate culture that promotes ethical practices and encourages individual integrity, accountability, and social responsibility,
  • Facilitate resource availability through effective procurement processes,
  • Comply with organisation and divisional reporting requirements,
  • Establish programmes and projects governance framework,
  • Ensuring the integrity of the programmes and projects – focusing inwardly on the internal consistency of the programmes and projects; and outwardly on its coherence with infrastructure planning, interfaces with other programmes and corporate technical and specialist standards,
  • Monitoring interdependencies between programmes and projects and changes within the programme and project portfolio,
  • Day-to-day management and delivery of the programmes and projects will be carried out by the designated teams,
  • Provides the ongoing ‘health check’ of the programmes and projects by reassessing whether the programmes and projects continue to meet their objectives and continue to use available funds and resources efficiently,
  • Facilitating the appointment of individuals to the programmes and projects delivery teams,
  • Ensuring that the delivery of new products or services from the programmes and projects meets requirements and is to the appropriate quality, on time and within budget, in accordance with the plans and governance arrangements,
  • Managing risks to the programmes and projects successful outcomes,
  • Initiating extra activities and other management interventions wherever gaps in the programmes and projects are identified, or issues arise.
  • Develop and maintain a sound, effective organizational structure for the delivery of GGDA Group Programmes and Projects,
  • Define roles and responsibilities and establish clear delegated authority, Manage and monitor performance of the direct reports against individual performance contracts,
  • Monitor and Manage leadership and staff development plans to ensure sound capacity building in the division.

AS MINIMUM APPLICANTS SHOULD HAVE THE FOLLOWING REQUIREMENTS:

  • Honours Degree/Postgraduate qualification (NQF Level 8 or above) in engineering, commerce, Business Management, built environment, Project Management or related fields.
  • An MBA/master’s degree is an added advantage.
  • 7 years of experience in Executive / Senior Management position
  • Managerial finance and budgeting,
  • Excellent Verbal and Written Communication Skills
  • Programme Management,
  • Economic Development Framework

LEVEL OF COMPETENCIES REQUIRED:

  • Good understanding of economic development.
  • Good working knowledge in planning, development and implementation of value add of catalyst/high impact projects.
  • Good working knowledge of strategy and operational planning.
  • Good working knowledge of budgeting and financial management.
  • Good working knowledge of PFMA, PPPFA, Company Law and relevant regulations/laws.
  • Excellent lobbying skills and ability to communicate across the various levels of government.
  • Excellent transformational leadership skills.
  • Ability to establish and maintain sustainable relationships
